Develops, maintains, and verifies implementation of the project quality assurance program/plan for an assigned project or specific portions of alarge project. Manages and coordinates the project quality assurance
program/plan activities associated with one or more functions in engineering, environmental, procurement, construction, testing, operations, and decommissioning of a project. Maintains client liaison and communication for project quality assurance activities. Advises management of project quality assurance problems and progress.

Is responsible for the QA activities on an extremely large* project including the supervision and technical guidance of at least one subordinate QA Supervisor. Requires a thorough knowledge of the Company’s administrative practices and supervisory experience.

*An extremely large project includes engineering, procurement and construction or construction management requiring a peak project QA staff of at least four people. A major project includes engineering, procurement and/or construction, construction management requiring a peak project QA staff fewer than four people. A minor project requires a peak project QA staff of fewer than three people.

Project

This position functionally reports to the Transformation and Projects Contractor Assurance Manager and is a direct report to the Uranium Processing Facility Program Manager.

Responsibilities

The Uranium Processing Facility (UPF) Project Quality Assurance (QA)
Manager is responsible to the UPF Program
Manager for establishing and implementing the programmatic QA requirements for a large (>USD2 billion) nuclear construction project.
Directs a department of QA and Quality Control (QC) professionals who are assigned responsibilities involving Engineering, Procurement, Construction, and Project Management. Interfaces with the “line”
organizations, functional peers, and the customer and external entities, such as the Defense Nuclear Facility Safety Board (DNFSB).

Provides oversight of design engineering, construction oversight, monitoring of training and qualifications, reviewing procurement documents quality requirements, managing oversight of field calibration requirements and implementation, and reviewing nonconforming conditions for trends adverse to quality. Manages the project assessment schedule to ensure site QA requirements are met, and provides input on and monitors project quality metrics. Provides oversight/review and approval as required of test functions and documentation for testing.

Requirements

Bachelors degree in an engineering or scientifically related field plus
10-15 years of technical experience in a related field.
Note: 20 years of relevant education, training, and/or progressive experience will be reviewed and considered for
equivalency to these requirements.

Should have extensive Department of Energy (DOE) experience including
experience with 10CFR830 and DOE Order 414.1C and be proficient in the technical aspects of Quality
Must be familiar with the application of quality standards such as NQA-1, N45.2, and other applicable codes and standards.

As a manager, this senior position will require excellent communication skills and the qualified applicant must possess the ability to effectively motivate and manage personnel.
Requires experience in resolving complex quality issues and communication of these resolutions to regulators and project staff. Demonstrated experience in effectively partnering and communicating with internal and external customers necessary. Experience in a senior management position on a large Engineer, Procure, Construct project preferred.

Experience in nuclear readiness, effective assessment programs, managing Price-Anderson Amendment Act (PAAA)
commitments, document control and configuration management systems, and NQA-1 programmatic implementation are desired qualification attributes. Experience related to Corrective Action Plan execution, “non-conformance” administrative systems, Conduct of Operations, and critique/investigation techniques are desired.
The job level for this position will be determined based upon the education and relevant work
